Our Privacy Commitment

Hideout Local District #1 respects the privacy of people who use this government website. We collect and use only the information reasonably needed to provide District information and services, respond to requests, operate and secure the website, and meet legal and records-management obligations.

This notice applies to hideoutlocaldistrict.utah.gov and to information submitted through the website or in response to forms and resources obtained from it. It does not control the privacy practices of a third-party website or service reached through a link from this website.

Information We Collect

Information you choose to provide

When you use the contact form or communicate with the District by email, you may provide information such as your name, email address, telephone number, postal address, the subject and content of your message, and any attachment you choose to send. GRAMA requests, permit applications, and other PDF forms are currently downloaded from the website and submitted separately by email or mail; the website itself does not collect the information entered into a PDF unless you transmit it electronically to the District.

Information collected automatically

When you visit, the website's hosting and security systems may automatically process your IP address, browser or user-agent information, device or operating-system information, requested pages or files, referring page, date and time, response status, session identifiers, form source URL, and security or login events. A Fluent Forms submission may also store its submission time and associated technical metadata in the WordPress database.

Website Technology and Cookies

The website uses the following technology to deliver, protect, and maintain the site. These tools are used for government operations and security, not behavioral advertising.

  • Hostinger hosting and server or access logs, which process requests and help diagnose availability or performance problems.
  • Wordfence firewall, login protection, malware scanning, and security logging, which may process IP addresses and request or security-event details and may communicate with Wordfence services for threat protection.
  • WordPress, Fluent Forms, and LiteSpeed Cache functions that may use temporary cache data, session information, or strictly necessary cookies to render pages, protect forms, or support authorized administrator logins.

The District does not use this data for targeted advertising and does not intentionally place advertising cookies. If analytics, an embedded media service, a content-delivery network, or another nonessential tracking technology is added later, this notice will be updated before that technology is used to collect user data.

How We Use Information

  • Deliver requested webpages, files, notices, minutes, forms, and other public information.
  • Receive, route, respond to, and document questions, accessibility requests, and District business.
  • Operate, maintain, cache, troubleshoot, back up, and improve the reliability of the website.
  • Detect, investigate, and prevent spam, fraud, unauthorized access, malicious activity, and other security threats.
  • Comply with applicable law, court orders, audits, public-records duties, and approved records-retention schedules.

How Information Is Shared

Information is shared only as reasonably necessary for the purposes described in this notice or as required by law. The classes of recipients may include:

  • Authorized District officials, employees, records officers, and representatives who need the information to perform District work.
  • Contracted service providers supporting hosting, website administration, security, backups, form processing, email delivery, or mailbox service, including Hostinger, RDM Design, and Wordfence or Defiant where their services are enabled.
  • Other governmental entities, courts, law-enforcement authorities, auditors, legal advisers, or members of the public when disclosure is authorized or required by applicable law.
  • Accessibility inquiries sent through the website’s accessibility email links are addressed to info@hideoutlocaldistrict.utah.gov and copied to ross@rdmconcepts.com at RDM Design so website accessibility support can be provided.

The District does not sell personal data or user data. It does not share website data for a third party's independent advertising or marketing.

Contact Form Privacy Notice

The contact form collects the information you enter and the technical submission data described above. The District uses it to authenticate and secure the submission, route the inquiry, respond when requested, and keep the appropriate government record. Providing information through the form is voluntary. If you do not provide a message or enough information for the District to understand your request, it may be unable to process or route the inquiry. If you do not provide a contact method, the District may be unable to respond.

Form information may be shared with the recipient classes listed in How Information Is Shared and is not sold. Contact-form technical data is included in GRS-1720, Transitory tracking records. The message and related correspondence are included in GRS-1759, Transitory correspondence; GRS-1760, Local government routine administrative correspondence; or a more specific record series that applies to the subject of the inquiry.

Do not submit Social Security numbers, bank or payment-card information, medical information, passwords, or other sensitive information through the general contact form unless the District specifically directs you to an authorized process for that information.

Government Records and Retention

Information submitted to Hideout Local District #1, including messages and attachments, may become a government record and may be subject to public inspection or disclosure under Utah's Government Records Access and Management Act (GRAMA). Records classified as private, controlled, protected, or otherwise restricted are handled as required by law. The District cannot promise confidentiality or deletion when a law, approved retention schedule, audit, appeal, investigation, litigation hold, or other legal obligation requires preservation or disclosure.

A more specific approved record series controls when the content relates to another District function. Temporary cache files, duplicate database copies, email-delivery logs, and backups may be removed or overwritten according to operational settings after the official record is captured, subject to applicable law and the controlling schedule.

Your Privacy Rights

Contact the District at info@hideoutlocaldistrict.utah.gov with the subject “Privacy Request” to seek access to personal data or user data about you, request that it be corrected or amended, or ask a question about this notice. The District may need to verify your identity and may deny or limit a request when required or permitted by law, including when changing an official government record would be improper.

A qualifying current or former at-risk government employee may submit a written request asking the District to classify the employee's personal information, and qualifying personal information of a family member living with the employee, as a private record under Utah law.

To raise a data-privacy complaint, first contact the District at info@hideoutlocaldistrict.utah.gov and ask that the complaint be routed to the chief administrative officer. If the matter is not resolved, you or the District may request mediation through the Utah Office of Data Privacy. The Data Privacy Ombuds may be contacted at privacyombudsperson@utah.gov.

External Websites and Services

The website links to external services, including Xpress Bill Pay for online payments and the Utah Public Notice Website for official public notices. When you follow an external link, that provider's terms and privacy practices apply. Hideout Local District #1 does not collect your bank-account or payment-card credentials on this website. An external provider may separately provide transaction information to the District as needed to administer District accounts.

Security and Data Minimization

The District and its service providers use administrative and technical safeguards intended to protect information, including access controls, encrypted website connections, backups, and security monitoring where configured. No website, email system, or internet transmission can be guaranteed completely secure.

Please provide only the minimum information reasonably necessary for the District to understand and respond to your request. You may contact the District by telephone, mail, or email instead of using the website contact form.

Changes to This Notice

The District may update this notice when its website, service providers, legal obligations, or information practices change. The current version will be posted on this page with a new effective date. Information is handled under the notice and law applicable to the relevant collection and use.
